Why do societies so often wait until harm is undeniable before taking action?

A Note from the Author
This book grew out of a simple question: why, when warning signs are clear, does action so often come too late?
Throughout my career in clinical trials, I have seen prevention save lives. I have also seen how difficult it can be to translate evidence into timely policy and practice.
I wrote The Preventioneers to explore that tension. The individuals in these pages recognized danger before harm became widespread. Their stories illuminate not only scientific insight, but the institutional and moral challenges of acting before crisis takes hold.
